Fix several pylint warnings. (#1644)

Fixed
 * 'unused-wildcard-import'
 * 'bad-whitespace'
 * 'bad-continuation'
 * 'wrong-import-order'
in 'build.py', 'run-tests.py' and 'check-license.py'.
